    Normally women wear some type of top when wearing overalls in a public setting. It can be a t-shirt, bra, sports bra, bikini top, etc. Amy's not wearing a top, hence she's topless. See below as reference.

    If you are early clothes that actually cover the top part of your body, you are not topless. Even if its a revealing item of clothing or loose shirt and a boob falls out. I feel like i'm taking crazy pills here. publicness of the setting doesn't matter. A person can be wearing a bra, no in public, and they not topless.

    What you are (partially) trying to argue are degrees of exposure by a something worn on a person's torso. We can agree that if you are wearing a shirt, loose-fitting or not, you are not topless. By definition, a shirt is a type of top. If you google (image) search women's overalls, you will notice the women are wearing an article of clothing over their upper torso to accompany the overalls in 99.9% of the pictures...ie. some sort of top. Bing search works too. If you are afraid of people spying on you, you can search via duckduckgo.com. Similar is the case if you search various department store websites. How clothing is normally worn in public is what is considered as conventional way of wearing that article of clothing. I can walk around at home with only a sock on my crotch, but that is doesn't make it conventional way of wearing a sock.
